Elias Creed was born in The Gutter, where Blackwater City hides the people it does not wish to remember. In the alleys beneath broken rooftops and rusted walkways, he learned that hunger could make a person kneel faster than faith, and that fear could make them rise faster than courage. He was not born noble, powerful, or chosen. He was born watching the desperate beg for protection from rulers who never came.
In his youth, Elias worked near the old civic systems of Blackwater City: relief stations, ration houses, dockside announcements, charity ledgers, and public registries. He learned the machinery of trust. He saw how food became loyalty, how shelter became obedience, and how a man with a loud enough voice could make suffering feel like destiny. Where others saw ruins, Elias saw a nation waiting to be sold back to itself.
His first sermons were delivered from street corners in The Gutter. He wore a ruined patriotic coat, a stained top hat, and striped gloves like relics from a dead age. He pointed into the crowd and promised dignity to the forgotten. He spoke to widows, refugees, disgraced soldiers, starving workers, addicts, orphans, and the lonely. He told them they were not broken. They were the foundation of something new.
They believed him.
From The Gutter, Elias carried his message to The Iron Docks, where dockworkers and displaced travelers became his first organized followers. His speeches became rallies. His rallies became relief drives. His relief drives became loyalty tests. Every meal served by his followers came with a pledge. Every blanket, every medicine vial, every rescued child became proof that The New Union cared when no one else would.
But charity was only the mask.
Beneath the banners, Elias built a militia. Beneath the speeches, he built lists. Beneath the promises of unity, he built a system of dependence. He did not merely want followers. He wanted a people who could not imagine surviving without him.
His rise changed after he entered The Silent Sanctuary, a forgotten cathedral hidden within the labyrinth of Blackwater City. There, among abandoned relics and spectral guardians, Elias discovered The Union Codex: a Rift-touched tome of civic doctrine, old-world oaths, and fractured prophecy. The Codex did not show him truth in any pure sense. It showed him weakness. It revealed pressure points in crowds, names of the persuadable, moments when fear would become devotion, and futures that could be bent by the right lie at the right time.
Elias emerged from the Sanctuary no longer sounding like a man with ambition.
He sounded like a man chosen by history.
As an Oracle, Elias does not simply foresee the future. He manufactures it. His prophecies are stitched from instinct, manipulation, and the terrible guidance of The Union Codex. He tells the desperate what they need to hear, then makes them pay for the privilege of believing it. He speaks of duty, honor, sacrifice, and national rebirth, while quietly gathering wealth, soldiers, relics, and influence.
To his followers, he is the Last Patriot — the final honest servant of a fallen civilization.
To his enemies, he is a tyrant wearing charity as a crown.
To the future, he is something worse.
For within The New Union’s inner circles, Elias planted the first seeds of a quieter, colder power. His belief that relics must be hoarded, courts must be puppeteered, secrets must be protected, and memory itself must be controlled would one day harden into the doctrine of The Hidden Few. What began as a street-corner revival became an occult architecture of influence.
Elias Creed does not want to rule by force alone. Force is crude. Force inspires resistance.
He wants to rule through gratitude, hunger, prophecy, and hope.
He wants every shelter to bear his banner, every ration line to repeat his oath, every court to fear his whisper, and every broken soul to believe that freedom is a small price to pay for belonging.
In the ruins of Blackwater City, Elias Creed points toward the future.
And the desperate follow.
